Design, construction and use of particle accelerators have made numerous scientific and technological achievements in recent decades, having an undeniable influence on society. In medicine and pharmacy, particle accelerators provide in more efficient treatment with fewer side effects. Disease diagnostics are how much straightforward with the help of radio isotopes, accelerators have made it possible to develop new antibiotics with providing the ground for research in molecular biology and discovering new protein structures and live cells. Accelerators also provide better quality electrical microchips for the market, by processing and producing semiconductors. They provide cleaner water and air by helping in research on pollutants and have unexampled achievements in archaeology and archaeometry. Today, there are more than 35 thousand accelerators of different types around the world from which 65% are working in industry, more than 30% in medicine and about 5% in large-scale laboratories and research centers. Considering various applications of accelerators in different scientific and engineering fields, developing different types of accelerators and introducing their different applications to the scientific society, can result in developing industrial potency, enhancing economic power and even improving life in the society. Large-scale facilities have always been the target of the best researchers and scientists around the world in different fields of studies, with the purpose of conducting the most advanced scientific projects. Some beneficiary companies and science institutions employing new strategies will develop from those projects. Of course, the management and financing methods will be new and different in such laboratories. Iran, a country of about 85 million populations with an outstanding scientific quality in the Middle-East, has had a poor record in the use of particle accelerators. Nearly 5 million students are studying in 470 universities, 2 million are studying in basic science, engineering and medicine. Such a big number of students and researchers have little access to particle accelerator laboratories, as a modern and efficient tool for research and innovation. The most optimistic estimation has counted 50 accelerators being utilized by Iranian researchers in medical applications, and just two to three accelerators are being used for non-medical purposes, while the first laboratories of this kind have been employed more than 40 years ago in Europe and USA, and are being exploited more widely each day. Without enough laboratories and experimental tools, new generations of researchers would not have an appropriate grasp of measurement and experimental science. It can be stated that the most important reason for this lag in developing accelerators technology is the absence of recognition and enough motivation on the part of universities and scientific institutions, not the lack of scientific qualification. It should be noted that scientific capability of Iran is now envied by many developed countries, those who have enough hardware but are in need of young researchers for utilizing and scientific management of these laboratories. The lack of attention and delaying in setting up scientific plans, such as Iranian Light Source Facility (ILSF), and similar projects deprives the country from the opportunity of attracting the best graduates and scientists. Building large scale facilities for such a huge human capacity in the country, would enable educated and talented individuals to seek better and professional opportunities in our country and to stop " Brain drain" to occur. Constructing a national large-scale laboratory, such as Iranian Light Source Facility (ILSF) targeted for interdisciplinary research, with no doubt enhances the quality of research in Iran.  Furthermore, it should be pointed out that new political condition after resolving sanction against Iran should concentrate more on scientific and technological independence and self-sufficiency of the country and prevent from over purchasing form abroad. Organizers of the second national conference on particle accelerators and their applications, endeavor to demonstrate a precise and genuine picture of what is going on in Iran regarding construction and application of particle accelerators, to connect researchers and to encourage commercial companies to assist Iranian researchers in developing accelerator science and technology. It is hoped that in the near future, Iran experience a productive period in producing science and technology, especially in constructing and applying particle accelerators. We invite all scientists, from all over the country, as well as Iranian experts working abroad, working up in this area, to this national gathering. The availability of educated individuals at the present scale in Iran is indeed exceptional. هستند. طراحی، ساخت، و استفاده از شتابگرهای ذرات در چند دهه‌ی اخیر دستاوردهای علمی و فناوری چشم‌گیری در پی داشته است که تأثیر آن در خدمت به جامعه انکارناپذیر است. شتابگرها در پزشکی و داروسازی به یافتن درمان‌هایی مؤثرتر و با عوارض جانبی کمتر کمک می‌کنند، با کمک به تولید رادیوایزوتوپ‌ها تشخیص بیماری‌ها را آسان‌تر کرده و با فراهم کردن زمینه‌ی پژوهش در زیست‌شناسی مولکولی و کشف ساختار پروتئین‌ها و یاخته‌های زنده، توسعه آنتی‌بیوتیک‌های جدید را ممکن می‌سازند. شتابگرها با فرآوری و تولید نیمه‌رساناها، تراشه‌های الکترونیکی مرغوب‌تری را به بازار می‌آورد، با کمک به پژوهش‌ها در زمینه‌ی آلاینده‌ها و ریزگردها، آبی تمیزتر و هوایی سالم‌تر را برای کشور به ارمغان آورده و در باستان‌شناسی و باستان‌سنجی دستاوردهایی بی‌سابقه داشته است. امروزه بیش از 35 هزار شتابگر از گونه‌های مختلف در جهان در حال کار است که 65٪ از این تعداد در صنعت، بیش از 30٪ در پزشکی و حدود 5٪ در پژوهشگاه‌ها و آزمایشگاه‌های بزرگ‌مقیاس استفاده می‌شود. با توجه به کاربردهای متنوع شتابگر در رشته‌های گوناگون علمی و مهندسی، گسترش گونه‌های مختلف شتابگر و شناساندن کاربردهای آن به جامعه‌ی علمی کشور می‌تواند افزایش توانایی‌های صنعتی، بهبود قدرت اقتصادی و حتی ارتقای سطح زندگی جامعه را به دنبال داشته باشد. مراکز بزرگ‌مقیاسِ آزمایشگاهی (Large-Scale Facilities) همواره مقصد بهترین پژوهشگران و دانشگران از سرتاسر دنیا در رشته‌های گوناگون بوده‌اند تا در این آزمایشگاه‌ها به پیشرفته‌ترین پروژه‌های علمی روز بپردازند. پژوهش‌هایی که از دل آن شرکت‌ها و موسسات علمی درآمدزا با راهکارهایی نو زاده خواهد شد. روش مدیریت و سرمایه گذاری مالی در این آزمایشگاه‌ها نیز البته جدید و متفاوت خواهد بود. در این میان ایران، کشوری با جمعیتی در حدود 85 میلیون نفر و با موقعیت علمی ویژه در منطقه، در استفاده از شتابگرهای ذرات سهمی بسیار ناچیز داشته است. در حالی که در کشور ما نزدیک به 5 میلیون نفر دانشجو در 470 دانشگاه دولتی و خصوصی به تحصیل می‌پردازند (نزدیک به 2 میلیون نفر در رشته‌های علوم پایه، مهندسی و پزشکی)، این تعداد عظیم دانشجو و پژوهشگر دسترسی ناچیزی به آزمایشگاه‌های شتابگر ذرات، به عنوان ابزارهایی به‌روز و کارآمد برای پژوهش و نوآوری دارند. با خوش‌بینانه‌ترین برآوردها در ایران تنها حدود 50 شتابگر در خدمت پژوهش‌ها و درمان‌های پزشکی، و دو یا سه شتابگر به صورت بسیار محدود در زمینه‌های غیرپزشکی در حال بهره‌برداری است و این در حالی است که اولین آزمایشگاه‌ها از این نوع از بیش از 40 سال پیش در اروپا و آمریکا تاسیس شده‌ و به صورت گسترده‌ای مورد بهره‌برداری قرار گرفته‌اند. در غیاب آزمایشگاه‌ها و ابزارهای تجربی کافی، نسل جدید دانشگران کشور احساسی از اندازه‌گیری و علم تجربی نخواهند داشت. می‌توان گفت مهم‌ترین عامل این عقب‌ماندگی در پیش‌برد فناوری شتابگرها، نه ناتوانی علمی، بلکه عدم وجود شناخت و انگیزه‌ی کافی در دانشگاه‌ها و مؤسسات پژوهشی کشور بوده است. باید به خاطر داشت که ظرفیت علمی موجود در ایران مورد رشک و حسد بسیاری از کشورهای پیشرفته‌ای است که سخت‌افزار کافی در اختیار داشته ولی از کمبود دانشگران جوان برای بهره‌گیری و اداره‌ی علمی این آزمایشگاه‌ها رنج می‌برند. کم‌توجهی و تأخیر در برپایی طرح‌های علمی زیرساختی کشور، مانند طرح چشمه نور ایران (طرح شتابگر ملی) و طرح های مشابه، فرصت جذب بهترین دانش‌آموختگان و دانش‌مندان را از کشور سلب می‌کند. فراموش نکنیم که با کوتاهی از فراهم کردن ابزار پژوهش و ابزار تولید (که هر دو با به کار گیری شتابگر قابل حصول است)، این قشر ارزشمند را عملا از کشور طرد می‌کنیم. از این رو تصمیم‌گیران علمی و سیاسی کشور باید خود را برای شرایط جدید علمی آماده کنند تا فرصت بی‌نظیری که به لحاظ فراهم بودن نیروی انسانی کارآزموده و دانش‌آموخته در کشور در اختیار داریم از دست نرود. نیاز به یادآوری است که این فرصت برای همیشه در اختیار کشور قرار نخواهد داشت. خوشبختانه در دهه گذشته توجه مسئولین «سازمان انرژی اتمی ایران» و «پژوهشگاه دانش‌های بنیادی» جنبش قابل توجهی در جهت طراحی و ساخت شتابگرهای گوناگون و زمینه‌های وابسته به آن در کشور ایجاد کرده‌اند به طوری که هم‌اکنون طرح‌های ساخت شتابگرهای گوناگون با قدرت و سرعت در حال پیشرفت هستند. اقدام ایران به ساخت یک آزمایشگاه بزرگ‌مقیاس ملی مانند چشمه نور ایران؛ که برای پژوهش‌های بین رشته‌ای تدارک دیده شده است؛ یکی از این فعالیت‌ها است که به بالا بردن سطح پژوهش‌ها در ایران خواهد انجامید. از طرفی باید به این نکته توجه کرد که برقراری شرایط جدید سیاسی پس از رفع تحریم‌های ظالمانه و زور‌گویانه در کشور باید بر استقلال و خودکفایی علمی و فنی کشور بیشتر تکیه کرده و از به راه افتادن سیل خریدهای بی‌رویه از خارج کشور پرهیز نمود. برگزار کنندگان «دومین کنفرانس ملی شتابگرهای ذرات و کاربردهای آن» تلاش کرده‌اند تا تصویری دقیق و واقعی از آن‌چه در کشور در زمینه‌ی ساخت و استفاده از شتابگرهای ذرات می‌گذرد را نشان داده، ارتباطی موثر میان پژوهشگران برقرار کرده و شرکت‌های تجاری را تشویق کنند که در راستای گسترش دانش و فناوری ساخت شتابگر، پژوهشگران ایرانی را همراهی کنند. باشد که روزها و سال‌های آینده، روزها و سال‌های هیجان‌انگیزی در تولید علم و فناوری به ویژه در زمینه ساخت و استفاده از شتابگرهای ذرات در ایران گردد. بدین وسیله همه دانشجویان و دانشگران عزیز از هر گوشه‌ی این کشور پهناور و نیز متخصصین ایرانی که در خارج از کشور در این زمینه فعالیت می کنند را به
